Just unlucky I suppose. What you need to do is remember what mods you've downloaded and subsequently deleted, then re-download them, disable them and delete them again. If the mod you deleted has since been removed, you're basically screwed. If you're loading up on mods for a fresh save game, just nuke everything and start again. Although this option doesn't work for me for some reason, I still have a beard mod installed despite it not showing up in my load order and having nuked my entire mod-space and reinstalled the game three times.
